In a budget vs actual exercise in Excel, I would like an Excel formula to pop out a pop-up box
if actual exceeds budget numbers.
For instance, expenses for Selling may exceed the budgeted number for the month.
E.g. If a Selling expense is being booked and the cumulative actual for the month exceeds the budgeted, a pop-up box in the cell will suffice.
What Excel formula can achieve the same.

You will need to use some VBA to achieve a Pop-out Box
You could use Conditional Formatting to highlight the cell if that will suffice
