Presenting a (dynamic) Information matrix table

Hello all!
I would like some assistance on constructing a dynamic table which contains projects that are organised based on
1. Timeline for implementation (x axis)
2. Department to deliver the project.
Within the requisite box the projects would be organised by the highest score and then descending.
Help appreciated!!

This is certainly an approach but ideally i'd like the idea text itself within the cell rather than the score (since in this presentation i showcase the idea by column, rather than the score).
Its unfortunate that pivots do not allow you to put text values within the values and that its only numerical operations!
Do you know any other way to achieve this?
