insert header and footers through macro

To, the expert:
Excel 2010, OS Windows 2007
The standard heaters and footers seem to restrict my need to have customized headers. Something like below. The header also has a defined space for a picture "LOGO" which I want to resize to be able to accurately insert it in the space (ex: Range O1:q3) provided. I want to have the same header and footer on 25 sheets, so it would be better done by a macro (?)

To size the picture, insert it into the worksheet, and then if you hold down ALT while dragging the corner, the picture will 'snap' to the cell borders, providing a nice alignment.
Then, under Page Layout, in the Page Setup block, click the little arrow in bottom right of group. This will open the Page Setup dialogue. Go to the Sheet tab, and in "Rows to repeat at top:", input:
$1:$3
This will cause those rows to be repeated on each sheet.

Alternatively, perhaps you could build this in Word, with a linked/inserted XL object for the body?
