How Conditional Formatting can halt when multiple cells have same value

I have data from A1:A5
A1=1
A2=2
A3=3
A4=2
A5=3

File is attached and conditional formatting is implemented to evaluate deeply.

Required:-

How single cell will highlight when more than one cells having same value like 3
I have implemented conditional formatting and rule is taken top 1 value.

Hi,
Please do in following way
1. Select the range which you want (b13:b17)
2. click CF
3. Manage rules
4. New rule
5. Select rule type "Format only top or bottom ranked values
6. In edit rule description select "top", and type "1".

I am sure you will get answer.

There is simple formula in CF, which checks for two condition:
1. Where the cell value is equal to max of the column.
2. Where the count of current cell in a row is equal to total count of that value in that column.
