Code to Default Autofill to "Fill Without Formatting"?

No hits on the VBA forum, thought I would try here.

I would like to keep autofill enabled with the following modifications:
1. Make "Fill Without Formatting" the default when dragging the autofill handle.
2. Disable the autofill options button or at least grey out all options except "Fill Without Formatting."
Suggestions?
 
Select a range from just below the available dragging point to end range.

Now press Ctrl + ' and then press Ctrl + Entrl

Thanks, but my goal is for the end user to use the fill handle and for the default behavior to be "Fill Without Formatting".
