Countifs formaula not working

Dear All,

Please help me out on the following..

Iam trying to use Countifs formula to find out the student numbers count in each Division with in grades 1 to 10 however its not working.

Have attached the Excel file and formula cell is :- Summary Sheet -ColumnB Row 16.

Put in B16 in Summary Sheet:

=COUNTIFS(Workings!$C$2:$C$1476,$A16,Workings!$B$2:$B$1476,B$15)

Or Array Formula:

=SUM(IF(Workings!$C$2:$C$1476=$A16,IF(Workings!$B$2:$B$1476=B$15,1,0)))

(Press CTRL-SHIFT-ENTER button together)

B16: =SUMPRODUCT((Workings!$C$2:$C$1476=Summary!$A16)*(Workings!$B$2:$B$1476=Summary!B$15))
